This is a (Broken) UppaBaby Vista Stroller Frame. No wheels or bassinet/child seat. The only thing that is broken is one of the lower crossbars. Likely could be welded (it appears to be Aluminum).

This is from about 2016. A new UppaBaby (Vista V3) shows on the UppaBaby website for ~$999.

A replacement set of all-terrain wheels is ~$199 on the UppaBaby website.

If you know someone who can make an (Aluminum?) weld, for the cost of wheels and a car seat, this could be an less-expensive baby stroller.
